What you are looking for is the unmounted variant of the Ballista Turrets. you’re able to find this weapon in towns or Gunsmiths outside Stillwater Prison, or obtain it through missions or purchases within the prison.
You can also use a mounted variant of the Ballista Turret in Stillwater Prison. Look for one of the watchtowers that has it. You have to climb the watchtower.
