Fierce Tiger isn’t an optional boss. You’ll have to take him on if you want to progress the main story past a certain point. He is the final encounter in the Mount Zhenwu region, which occurs around midway through the game.
After defeating Liu Wenxiu, proceed through the Zhenwu Temple and reach the top. Then, proceed to the Pavilion of Knowledge Shrine inside a cave nearby. Beating Fierce Tiger
